Traci Morris

Dr. Traci Morris is a leading architect of Tribal Digital Sovereignty (TDS) — the framework through which Tribal Nations assert governance authority over their digital ecosystems, from broadband and data to AI and emerging technologies. As Executive Director of the American Indian Policy Institute and Research Professor at ASU's Sandra Day O'Connor College of Law, she co-founded the Center for Tribal Digital Sovereignty with the National Congress of American Indians — the first center of its kind in the nation. Her 2026 scholarship includes a guest-edited Journal of Community Informatics special issue, including authorship of two articles, and a Brookings Institution co-authored paper on digital equity in the AI age. A citizen of the Chickasaw Nation, Dr. Morris holds a Ph.D. in American Indian Studies from the University of Arizona.
