William Norman joined Hobbs, Straus, Dean & Walker, LLP in 1994, and has been a partner since 2000. Mr. Norman’s practice focuses on advising tribes and tribal enterprises develop, implement, operate, and regulate government agency and enterprise infrastructure. William has wide-ranging experience as a trusted legal advisor to tribal leadership on matters spanning from tribal member program development to tribal advocacy at the highest levels of federal and state government. Mr. Norman also possesses extensive operational and regulatory tribal gaming experience, including tribal gaming ordinance development, class II game development and advocacy, facility financing and development, management contract negotiation and federal approval, and tribal-state gaming compact negotiation, implementation, and enforcement. William’s most cherished professional accomplishments include the successful multi-year effort as a lead-negotiator of the Oklahoma model tribal gaming compact and later success as part of the legal team securing the compact’s renewal, as well as the protection of the sacred Medicine Bluffs from desecration through litigation and negotiation with the United States. William received his J.D. degree from the University of Oklahoma in 1992, and his B.B.A. degree from the University of Central Oklahoma in 1989. Following law school and prior to joining Hobbs Straus, Mr. Norman completed a two-year clerkship with the U.S. Court of Appeals for the Third Circuit in Philadelphia, Pennsylvania. William serves as a Vice Chair for the American Bar Association’s Section of Environment, Energy, and Resources, Indigenous Law Committee, and sits as an Associate Justice for the Miami Tribe of Oklahoma Appellate Court.
